Sunday, a teenage boy and his mother were brought in to the public prosecutor’s office in Liberia, Guanacaste for questioning, said the judicial investigative police agency (OIJ).

The youth is suspected of having raped his 14-year-old sister on three occasions between January and March of this year.

The mother and son were arrested Sunday afternoon at the home of the two children and their mother in La Cruz, Guanacaste, the Public Security Ministry said yesterday.

The prosecutor did not specify the age of the youth, but confirmed that he is older than his sister.

“The investigation, under file 17-000050-0946-PJ, began following a report made to the public prosecutor’s office in Liberia by an official at the Ministry of Public Education (MEP), who works at the educational institution where the girl studies, and to whom the victim related the events,” said the prosecutor.

The youth’s mother, identified as a woman with the last name of Estulcer, was detained on charges of possible negligence.

The young boy will be called for a hearing to determine whether he is placed in custody or receives a restraining order, said the prosecutor’s office.

In the meantime, the boy’s sister was placed in foster care by the National Child Welfare Agency (PANI).

Last year the Juvenile Criminal Prosecutor’s Office in Liberia also opened an investigation into the case of a 14-year-old boy suspected of raping and impregnating his 11-year-old sister.

Under the Juvenile Criminal Justice Act, young people over 12 can stand trial and be prosecuted for crimes in Costa Rica.
