The Costa Rican government’s decision last week to ban the entry of controversial Nicaraguan comedian, Reynaldo Ruiz was the subject of questioning Wednesday by the Human Rights Committee of the United Nations, which concluded and released on Thursday its sixth periodic report of Costa Rica on its implementation of the provisions of the International Covenant on Civil and Political Rights.

Costa Rica’s Ministry of Public Security and immigration officials confirmed last week that Ruiz, a Nicaraguan stand-up comedian who has previously mocked Ticos (Costa Ricans), including in a skit that was published in an online video to his YouTube channel which has 300,000 subscribers, would be denied entry to Costa Rica for a comedy show that was scheduled between March 18^th and 20^th.

Last week’s official statement claimed that the measure was to ensure the comedian’s own safety, stating the Ruiz’s “life could be in danger if he enters Costa Rica,” citing “intelligence information.”

During the Wednesday United Nations hearing in Geneva, Switzerland, Committee members questioned the Costa Rican delegation regarding the decision, suggesting that the decision could contribute to the stigmatization of migrants – especially those of Nicaraguan origin – in Costa Rica.

In the country’s defense, Costa Rica’s Deputy Foreign Minister, Alejandro Solano told the committee members that the decision was based solely on security concerns and a desire by the country to maintain a peaceful coexistence between Costa Ricans and Nicaraguan immigrants.

Costa Rica’s delegation argued that some 25 percent of the population of Costa Rica consists of immigrants from Nicaragua, and the State’s priority is one of integration.

Therefore, the Nicaraguan comedian’s shows, which “promote ideas counter to peaceful coexistence,” are unwelcome and dangerous for domestic security, Costa Rica’s delegation argued.

Additionally, “due to his homophobic discourse,” he had received threats, and thus, the decision by Costa Rica to ban him from entering the country was also based on ensuring his personal security.

Reynaldo Ruiz, also known as Rey Ruiz, is a stand-up comedian, actor, writer, producer and voice actor. Ruiz is best known for his televised program in Nicaragua, a parody and satire program which combines humorous sketches and satirical “news reports.”

Costa Rican officials said last week that airports and border posts have been alerted to deny Ruiz’s entry.
